Malkers Staice is the leader of the Raptors.

BackGround Story
Malkers Staice was once a cybersecuriy expert who deeply admired heroes and law enforcement, believing that justice and order were the foundations of a better world. He saw the WRT and other protectors of society as symbols of hope, and he dedicated his skills to supporting their mission through technology.
That belief collapsed when his lover, Norvella Averglen, was brutally beaten by criminals while the WRT stood by and did nothing, which ultimately led to her death. The incident shattered his faith in the system he once respected and left him filled with grief and anger. His admiration turned into bitterness, and his sense of justice began to twist.
Determined to enforce justice in his own way, Malkers chose to act outside the law. Over time, his pursuit of what he believed to be right led him down a darker path, transforming him into the anti-hero known as Volterio.
He later founded a vigilante group called Raptors and continues to fight crime according to his own code, no longer bound by the laws he once believed in.
Vigilante Activities
After committing to the path of vigilantism, Malkers Staice, a former cybersecurity expert, began to actively utilize hacking for intelligence gathering and honed his skills in combat. He initially targeted criminals who exploited drugs and the law for personal gain, recruiting like-minded individuals to join his cause. During this period, he met Walrium, and together they took down the Spade Gang, which had now become a criminal organization. From this point onward, Malkers assumed the role of leader of the vigilante group, Raptors.
A sudden surge in child disappearances prompted Malkers to investigate, leading him to discover strong connections between these incidents and the Baba Yaga Company. During his investigation, he encountered a kidnapping ring responsible for several of the abductions. In the midst of confronting the group, he crossed paths with the Diamond Group of FullHouse, who were also targeting the kidnappers for the same reason.
Unlike the Spade Gang, Malkers quickly realized that the Diamond Group was not a malevolent organization but one driven by a genuine desire to eliminate those preying on the innocent. Recognizing that their goals aligned, Malkers decided to join forces with them to dismantle the criminal network and expose the truth behind the Baba Yaga Company.
He planned a direct assault on the company; however, Walrium, a key member of Raptors, chose to leave the group. Despite this loss, Malkers continued his mission alongside the Diamond Group, leading an operation that would soon change his life forever.
This marked the beginning of a life-altering event for Malkers.
The Volterio
During the assault on Baba Yaga Company, Malkers was caught in an experimental lab explosion, which inadvertently granted him superhuman abilities. Initially, his body was unstable, preventing him from fully controlling his powers. Once he adapted, he discovered that he could move at extraordinary speeds. He soon used this ability to swiftly eliminate the heads of notorious criminal organizations in the city.
To send a warning to other crime lords, Malkers adopted the alias “Volterio.” Each time he assassinated a crime boss, he left a chilling message at the scene:“Volterio is watching you.”
After these events, Malkers encountered Matthew, who had begun investigating the series of murders involving the slain crime bosses. Their meeting led to a fierce confrontation.
At a critical turning point, Malkers developed a deep resentment toward Walrium, who had left the group. From afar, he continued to watch him. Even after Walrium chose a different path, Malkers observed that he was still engaging in vigilante activities. Eventually, Malkers appeared before him in person to test Walrium’s convictions.
In the past, Walrium had left the Raptors due to his new belief that taking lives was no longer the right path. Although he continued his vigilante work, he adopted a strict non-lethal principle. Malkers, questioning whether such restraint could truly bring justice, confronted him to challenge his ideals. Despite Malkers’s efforts to break his resolve, Walrium’s conviction remained unshaken. Displeased by this outcome, Malkers silently vanished before him, leaving their opposing beliefs unresolved.
In-story actions
Walrium joins the Raptors and becomes an important member as a hacker. Later, heparticipates in an attack on the Spade Gang's hideout alongside the group. However,
Walrium begins to feel conflicted about killing people, and in the end, he decides to
leave the Raptors.

Walrium: because he's got dirt on me that's why, if he's ever arrested he'll got public with my part in the Spade gang massacre, and your father will finally get to fulfill his dream of shanking me in prison.
Jennifer: It's the same with me, if he goes down than I go up the creek for killing my mother, which he tricked me into doing by the way. I'd never have done it if I'd known about Alice.
BungBung: he's got nothing on me maybe I could take him down.
Walrium: Maybe, but don't forget I have dirt on him too. I've already made arrangements so that if I'm ever killed or arrested his part in the massacre goes public. Mutually assured destruction you know.
Jennifer: if all he does is stalk Brianna I suppose he's a bearable evil

Jennifer: but if he ever does become a real problem will have to be very clever about dealing with him. We all have are regrets but we're more useful out of prison than in it.

Maybe the collective consciousness does exist after all :), but still, why did Malkers choose the pseudonym "Volterio"? Is it because it sounds similar to "voltage"? Will we see other members of the Raptors? Where did he get the original tech suit from, maybe he took it from Baba Yaga's building? At the end of the "New Family" episode, we see Malkers wearing this suit. Why can't Batpunkgirl run as fast as Malkers? How did Malkers, Batpunkgirl, and Arkin find Red Dot's hideout? Based on Red Dot's reaction, it seems like he was expecting them. Without going too far into this episode, it's clear that Malkers knows that Red Dot is Scott, so why didn't Malkers tell Walrium that Red Dot is Scott? After gaining his abilities, he started killing criminal leaders, but what about the MAD Syndicate? Why are they still alive? logically, for example, in the episode "Escape" Greig and Tango Down would have been instantly dead, and Greig would probably have died as soon as he left the courtroom, maybe because Walrium was dealing with them?. DeleteActually, the reason why some of these fine points are not fully explained in the wiki is because if I put too much detail there, it might blur the main storyline and weaken immersion.

I will answer as much as I can here, following the order of your questions.
About the name "Volterio"
Even after gaining his powers, Malkers still held a fascination with the concept of heroism.
He wanted a name that could strike fear into criminals while symbolizing that someone was still protecting the city.
That is how he came up with "Volterio," a self-created alias that served as both a warning and a statement.
The name comes from combining "Voltaic" and "Mystery," later refined into something that simply sounded right to him, reflecting Malkers’ personal sense of naming style.
About his suit and the visor
Malkers was still wearing the original Raptors combat suit from the explosion up through the First Date episode.
After that, he began using a blue visor, a device he personally engineered to stabilize and regulate his unstable post-accident body.
This form has not appeared in the animation yet and may still change in future story development, so it is not written in the current wiki version.
About Batpunkgirl’s powers and Babayaga’s experiments
The Baba Yaga project produced a wide range of results.
Because of that, the individuals who gained powers under Baba Yaga’s influence all share similar yet distinct traits.
However, Malkers is a very special case. He is the only one who gained unusual abilities not as an intended subject, but by being caught in an explosion.
In other words, he was the first to acquire an unverified variant-type ability.
Baba Yaga secretly commissioned child kidnappings through human trafficking groups because officially experimenting on minors would create ethical and legal chaos, damaging the company’s public image and stock value.
Tests on adults had an extremely high failure rate, which is why children were preferred.
However, between the First Revenge and Tornado episodes, the company finally perfected the serum so it could safely be injected into adults, including Baba Yaga himself.
About Red Dot and Scott
While tracking the human trafficking organization, Malkers learned of a figure known only as “Red Dot.”
However, he had no idea that Red Dot and Scott were the same person.
The hideout Malkers discovered belonged to Red Dot, who was cooperating with the traffickers, not to Scott himself.
Red Dot had carefully concealed his true identity for years, erasing any trace that could connect him to his past as Scott.
Even during the scene before the fight with Batpunkgirl, when Red Dot appeared without his mask, neither she nor Malkers fully recognized who he really was.
So in the Redline episode, when Walrium and Scott are speaking, Malkers is not focused on Scott’s identity; he is just waiting for a moment to confront Walrium.
While Scott was once a famous inventor who worked with Henry decades ago, he had since lived quietly as a businessman, and by this time he was not seen as a particularly notable figure.
The gun he used during his fight with Batpunkgirl was an emergency weapon he had hidden beforehand, and he did not expect her sudden intrusion.

Even though Volterio could move at extreme speeds and kill easily, using that power excessively would put his life at serious risk, similar to when Batpunkgirl overused her ability and appeared to start nosebleeding.

For those he had not found yet, he left the message "Volterio is watching you," not as an empty threat but as a psychological warning that he would find and execute them eventually.
Tango Down, being a former WRT Operations Planner, used his intelligence and experience to stay hidden between LQS and the public eye.
After Greig’s trial, it took quite a while before his case became widely known, giving him time to escape and stay underground with Tango Down, which is why Malkers did not find them immediately.
Meanwhile, 4014, who was actively collecting data on the case, discovered Greig’s location before Malkers did.
During the pursuit, 4014 encountered Tango Down for the first time.
As for Brianna, she happened to witness Tango Down’s group during an illegal weapons transport near her neighborhood and was captured by bad luck.
At the time when Volterio was actively executing crime lords, the MAD Syndicate did not yet exist.
They quietly grew their power over time and only became notorious later.
By the time they emerged, Malkers had already undergone a major shift; his ideological clash with Walrium changed him profoundly.
That event made him abandon killing altogether and turn into a silent observer, someone who simply watches over the city without interfering.
During this period, Volterio meets Valkyrie, which begins another chapter of his story.
And last, Baba Yaga hired professional human trafficking groups to secure more young test subjects for his experiments, which led to the wave of child kidnappings.
At that time, LQS and Matthew had not yet grasped the full scale of the situation.
Malkers uncovered the truth faster than anyone else.
Before more children could disappear, and before the traffickers could exploit the loopholes in the law after their arrest,
he decided to take matters into his own hands and eliminate them himself.
